It is a bit convoluted according to Ramon Schenk's online notes:
It started as Special War Series #1 and #2. #2 was titled "Attack!" on the cover. Special War Series continued to #4, but Volume 4 of Attack! started with #3 and went to #4 also. Attack! (Volume 4) then changed it's name to Attack at Sea.
Confused?

No. They should just make regular booty calls.
The chances are good that the scans I have for #1 & #2 are your scans anyway. As I pluck away at the list, I try to focus on a big title that bores me.The military titles bore me. So I'll start with an army theme and dig for scans online. I'll find a few, but it won't scratch the surface. So then I'll take a medium sized run and attack one of those. Those are hit and miss. I found 3 Atomic Bunny scans out of 8. That's disappointing. Then I found 7 out of 11 Atomic Rabbit scans. Much better, but still frustrating. After I get fed up with that, I'll se a two issue series and think "cool... maybe I can knock that out!" About 25% of the time I can. I'm really curious about "Let's read the newspaper" and "Zaza the Mystic". that's why those got completed sooner.

Not only did I add a gallery, but this is a title I somehow missed... I think this cover is neat... a Twilight Zone thing going on... The cover was cover yellowed at the top, but I touched it up. Did want to risk doing the sides and bottom. Defiant1

I would consider this a highly desirable Charlton. Wish I had one.

Nice gallery. I've been meaning to get a few of these. Those mid to late 60's Charlton Heroes books are some of my favorite to collect from them. Too bad a few didn't live on more than they did. Not sure I would say that about Peacemaker. I guess there is a reason I haven't bought any yet. But now that I've got a lot of the other series, I know I need to get to work on this one as well.

Future Comics was supposedly revamping this idea in the last series they were working on. Can't remember the name of the title. It was similar.
